Best time would be from 5 to 15 Jan and yest it's safe to travel by road as the road is quite wide and it is not too far away from Chandigarh. Report Abuse
Last week of December to Mid January. Quite unpredictable due to change in global weather pattern. Kufri may be ideal. Driving in winter or during snow fall is entirely your choice. Depends on how good a driver you are, how familiar you are driving in such weather conditions and your risk taking ability. Definitely it is not the same as driving in summer or on dry roads. Snowfall would be around mid Jan. It is safest to take a bus from Chandigarh - they tie ropes around their tires to avoid skidding. I would NOT recommend driving to Shimla on the snow if you don't have previous experience of driving on the snow.
In fact, if you are uncertain of the snowfall - you can come up to Chandigarh and go to Shimla the day it snows there - It takes 4 hours to Shimla from Chandigarh, MAX.
The highway to Shimla will be cleared fast enough, but the roads to higher reaches like Kufri, or even higher to Manali, will not.

It no longer snows in Shimla around Christmas and New Year. Snowfall normally happens by 10th of January. The main town is cleared of snow fast but you can enjoy snow at nearby places mainly Kufri and Narkanda.
Driving on snow can be tricky. Avoid driving early morning and late in the evening as sleet can be a problem. You have to keep your vehicle speed to minimum and do NOT apply brakes on snow as the vehicle skids upon braking. The vehicle has to be driven in heavy gear and speed is controlled by shifting gears. This may sound a little tricky but is a fool proof way of driving on snow.
This advice is only required if you are travelling beyond Shimla to Kufri and Narkanda. Reaching Shimla is not a problem, as the roads are cleared very fast.

End December to Early January... most likely time for snowfall but as Mukesh has very rightly said; unpredictable.
Black ice or sleet (a very thin layer of ice) on the surface of the road is drivers nightmare on the upper heights beyond Shimla during extreme cold and one needs to be careful. Careful defensive driving can sure avoid mishaps. Constrain yur speed between 30kmph to 40 kmph on the hills; and enjoy your drive Report Abuse
Dec - Jan is the time when it snows in the hilly areas of Himachal Pradesh but the exact time is bit difficult to guess due to changing climatic conditions. You may also visit Auli...where the probability of finding snow is high but do keep a watch on news...road condition to Shimla remains ok most of the time...though you've to be cautious when it snows...Check this link Report Abuse
